On November 19, 2010, the Medical Board of California issued a Stipulated Settlement and Disciplinary Order, reprimanding psychiatrist Celeste B. Waters.

Waters, who was employed as a contract staff psychiatrist at Atascadero State Hospital (ASH, a maximum security forensic psychiatric facility), was convicted April 7, 2009 in San Luis Obispo County Superior Court (California vs. Waters, case no. M000423867) in violation of the state Business and Professions Code section regarding the keeping of accurate patient records.

According to the Board’s document, on or about July 8, July 25 and August 1, 2008, Waters cancelled and did not conduct the schedule medication management group meetings which were her duty; she left the ASH premises when the times when the meetings were scheduled. At these times, she signed and delivered to ASH management documents or records which falsely represented that she had conducted the meetings, when if fact, they did not take place.

In addition to the reprimand, Waters is required to, among other things, complete an ethics course.

Their office was clean enough, but it was still a little too dirty. I didn't want to get sick so I tried to leave as quickly as possible. They seemed like they were using fairly modern treatment methods and procedures, but I'm not really sure. One of the first things I noticed when I came in for my appointment here was that the building was not handicap-accessible. I didn't see any ramps or wheelchair accessibility, which seemed kind of strange to me. I was pretty surprised with how far away this business was from everything. It took me forever to get there and I kept getting lost. I didn't have to wait at all after I arrived for my appointment. They were running right on time, which is a really big deal for me. Dr.Waters has continually cancelled appointments and then cancels the re-scheduled appointments causing me to not be seen more than once every month and a half to two months,for every bit of progress made I have had several steps backwards,I would never recommend her and have since switched to another Psychiatrist.

I would never recommend her to anyone. She made my situation even worse. Their office was clean enough, nothing special though. Her receptionist is always polite, friendly and understanding-but Dr. Waters isn't. She does not use foul language, although she does use name calling when she is unhappy with you. She cancels her appointments about 1/2 of the time, but I very upset if you do....even with adequate notice. She is unreliable, sometimes unprofessional and will often make you feel worse about yourself than you did when you came in. We seek a Psychiatrist because we are in some kind of pain; why go to one that will probably add to it?
