Texas regulators suspended Dr. Ricardo A. Rocha from practicing medicine eight years ago after he twice failed a test of basic clinical knowledge. He finally passed two years later and got access to patients again, Texas Medical Board records show.

Now Rocha has been hit with a lawsuit alleging that he “butchered” a man while trying, with no anesthesiologist, to perform an eight-hour hernia operation in his Oak Lawn office. The suit, filed in Dallas County state district court, says Pedro Hermenegildo suffered a severed colon, extreme pain, internal spillage of fecal matter and loss of a testicle. He needed emergency surgery at a hospital to save his life, according to the suit.
