She no showed my appt. I called her and after a few seconds into our conversation she started slurring her words and using words out of context. It appeared to me that she was impaired and under the influence of something. She offered to diagnose me over the phone then backtracked when I clarified and questioned her ability to do so. I informed her that our conversation was being recorded. I sent the recording to her office manager. I'm not sure of any disciplinary actions.I have proof & witness.
