As a former patient of Dr. Tseng's, I can speak first hand about Dr. Tseng and her staff. If you are looking for a doctor who genuinely cares about you and treating you, Dr. Tseng is NOT your doctor. She and her staff are more concerned with their practice than their individual patients. If you have a choice, go with someone else.
